The purpose of a Starting Gate review is to help departments identify practical issues early in the policy-to-delivery lifecycle.

Use of the Starting Gate

Starting Gate will help to set up programmes and projects to succeed from the outset, normally well before project delivery gets underway, and usually at or before the development of the Strategic Outline Case.

In Northern Ireland this will only be used as and when it is appropriate. Agreement to proceed with a Starting Gate review will be following discussion and with the Departmental Assurance Co-ordinator in the Centre of Expertise for Programme and Project Management.
